In recent discussions held in the United Nations-controlled buffer zone, Turkish Cypriot leader Tufan Erhürman and Greek Cypriot leader Nikos Christodoulides were unable to agree on new confidence-building measures, a crucial step in advancing the resolution of the long-standing Cyprus dispute. The meeting, which lasted an hour, primarily centered on these measures and strategies to progress the negotiation process.
Erhürman emphasized the importance of fostering an environment conducive to progress, a call echoed by UN Secretary-General António Guterres. He highlighted that both communities need to introduce fresh confidence-building initiatives and refrain from actions that could erode the existing trust. The discussions also touched upon internal and external factors that are currently undermining the established trust between the two sides.
The ongoing Cyprus peace process has encountered numerous challenges, notably the breakdown of reunification talks in Crans-Montana, Switzerland, in 2017. While the Turkish Cypriot side advocates for a two-state solution based on sovereign equality, past negotiations have largely focused on a federal model. The complexity of these issues continues to pose significant obstacles to reaching a consensus.
Adding to the complications, Maria Angela Holguin, the UN Secretary-General’s personal envoy on Cyprus, will be unable to visit the island before the UN General Assembly due to illness. Her absence is expected to impact the momentum of the negotiations, although the leaders plan to reconvene in the UN buffer zone on September 17 for further discussions, which will proceed without Holguin.
