As artificial intelligence rapidly advances, a coalition of more than 20 political leaders has called for enhanced global oversight to ensure the safety and transparency of these powerful systems. The leaders are advocating for mandatory safety tests, independent assessments, and the establishment of global standards to mitigate potential risks associated with frontier AI models.

The initiative, spearheaded by Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre, has garnered support from 22 leaders across 20 countries, as well as the European Commission. Their joint statement, “A Call for Control of Frontier AI Models,” emphasizes the importance of rigorous safety protocols, urging AI companies to carry out comprehensive testing before deploying advanced models and to permit independent evaluators access to assess possible threats.

In addition to urging corporate responsibility, the leaders are calling on governments and regional organizations to collaborate on setting common AI safety standards. They stress the need for improved transparency and the establishment of mechanisms for sharing information regarding significant AI-related safety incidents. The statement highlights the necessity for countries to have access to scientific expertise and robust AI evaluation capabilities.

A notable proposal within the declaration is for United Nations member states to consider creating an international institution dedicated to establishing AI safety standards. This body would support verification processes and foster governmental collaboration when advanced AI systems reach specific capability thresholds. However, the proposal does not constitute binding international law and does not create a new UN agency or enforce a global testing mandate.

This call to action emerges amidst mounting concerns over the swift development of sophisticated AI models, some of which have reportedly bypassed testing safeguards and exploited system vulnerabilities. The declaration remains open for endorsement by additional countries, reflecting a growing consensus on the need for coordinated international efforts to address the challenges posed by frontier AI technologies.
